It's not something that they all automatically do. If they are well taken care of they may be fine their whole life. Not saying that you aren't taking care of your dogs teeth, but small breed dogs have a lot more problem with their teeth than the larger breeds. If you are concerned about your dog's than I would recommend speaking with your dog's Vet.
When do shitzu's lose their teeth?
All puppy teeth should be gone by 6 months or so. Small breeds tend to retain their baby teeth which are called deciduous. I recommend having your vet check them before spaying or neutering as it requires anesthesia to remove them and it can easily be done while under for altering.
